<abstract>This data set contains imagery from the National Agricultural Imagery Program (NAIP). NAIP acquires digital ortho imagery during the agricultural growing seasons in the continental U.S.. A primary goal of the NAIP program is to enable availabilty of ortho imagery within a year of acquisition. NAIP provides two main products: 1 meter ground sample distance (GSD) ortho imagery rectified to a horizontal accuracy of within +/- 3 meters of reference digital ortho quarter quads (DOQQS) from the National Digital Ortho Program (NDOP); and, 2 meter GSD ortho imagery rectified to within +/- 20 meters of reference DOQQs. The tiling format of the original FSA NAIP imagery is based on a 3.75' x 3.75' quarter quadrangle with a 360 meter buffer on all four sides. NAIP quarter quads are rectified to the UTM coordinate system NAD83. NAIP imagery can obtain as much as 10% cloud cover per tile. The tiling scheme for the final Kentucky EPPC-OIS-GIS dataset is 20,000 ft x 20,000 ft grid blocks rectified to the Kentucky Single Zone SPCS, US Survey Foot.</abstract>
<purpose>This imagery is intended as a source for current digital ortho imagery in GIS and other uses that require ortho imagery acquired during the agricultural growing season.</purpose>

This statewide imagery was originally produced by the USDA-FSA
Aerial Photography Field Office and published with 1-meter
pixel resolution, NAD83 UTM Zones 16 and 17 Meters, in 3.75
min quarter quad (QQ) tiles. The imagery was reprocessed to
3.33333333 USFt pixel size, projected to NAD83 Kentucky Single
Zone SPCS (KY1Z) USFt, in 20,000 ft x 20,000 ft (20K) blocks.

<procdesc>USDA-FSA-APFO Process:
The production methodology used for creating 2004 DOQQs was through Single Image Resection, wherein the original 7.5' DOQ's were used to obtain X,Y control and the original DEM data used to provide the Z coordinate values. All 2004 scanned images were produced using conventional photogrammetric practices, and were corrected for camera errors through Interior Orientation; earth curvature, atmospheric refraction and systematic errors were compensated for using standard parameterization within the orthorectification process. Control was obtained by picking conjugate points between the existing ortho and the 2004 scanned image. Once the images were co-registered and the manually placed points refined for position and feature, an auto-correlation function was used to densify control across the entire scanned image. The resulting large population of candidate points was then filtered according to residual values in X, Y and Z positions, retaining only high-confidence points for subsequent resection.
Once a well-distributed control point population was arrived at, the 2004 scanned image underwent a Single Image Resection, calculating the exterior orientation of each image through rigorous analytical triangulation, albeit without final bundle adjustment. X,Y, Z, Omega,. Phi and Kappa values were generated for each image through resection, and subsequently used to support fully differential orthorectification.
In the orthorectification process, the DEM was queried using Bilinear Interpolation to arrive at the best candidate elevation for generating an output pixel position. In similar fashion, the scanned image was resampled using Bilinear Interpolation to generate a suitable output pixel brightness value for each output image position, in all three bands (RGB). Fully differential orthorectification through colinearity condition equations generated the final output images.
Each image was then evaluated against the underlying original DOQQ to determine the goodness of fit. Once positional accuracy, relative to the corresponding baseline ortho imagery, was verified, the orthorectified imagery was cut to USGS 3.75-Minute DOQQ extents with a 300-Meter buffer. Utilizing ERDAS-IMAGINE, a .tif/.tfw DOQQ was converted to Geotiff format. The Unix-based program, listgeo was then used to extract the valid Geotiff header information. The information extracted, was subsequently written to a template text file, which was then embedded into each newly created NAIP 3.75-Minute DOQQ, along with the coordinate information that was derived from the .tfw file. The embedding of the header and world location information was performed in the Unix-based Geotifcp program.

The original USDA-FSA-APFO imagery was projected from UTM to KY1Z, resampled from 1-meter (3.28083333 USFt) to 3.33333333 USFt pixel resolution, and clipped to the relevant 3.75 min. quarter quad boundary. The final 20K image blocks were produced by merging all component FSA 3.75 min. tiles and clipping along the relevant 20K envelope boundary. 20K blocks along the edge of the state boundary were resized (reduced) to best fit the limits of imagery extending outside the boundary of Kentucky. This process was accomplished utilizing in-house applications developed with ESRI ArcObjects.</procdesc>
